Help dress me for a dress code listed as “casual elegant” for a 40th surprise birthday lunch

What do you envision when you hear “casual elegant”? I need some idea inspiration. The guest of honor is unaware of the event and I do not know the host very well to ask them directly. I typically wear Tuckernuck dresses in the summer but lack a lot of not casual winter options.

The wide leg pants look great on skinny women, not so great on pear-shaped heavier person.

Dress code for a LUNCH celebration? I wouldn’t wear jeans, but anything else is appropriate.

+1 i think this is what the invite was driving at. No jeans, loungewear, athletic, etc.

I’d personally do wide leg pants, nice sweater, boots.

I went to a surprise 60th birthday party last year that said "business casual" so I wore black pants and a top that I wear to the office frequently. I was very underdressed and self conscious the entire night. Nearly everyone wore jackets/blazers, including the birthday celebrant.

Op here - one of my worries is this situation. With the elegant wording, it has me curious if this is going to be the case. Instead of saying smart casual or dinner attire, they’ve listed it as “casual elegant”.
