For OOS applying to engineering, from hardest to easiest, I would suspect -
Georgia Tech Michigan UMD Purdue Wisconsin Purdue takes more OOS students than Maryland does. But these are all good schools for engineering. |

EA2 for Georgia Tech last cycle was around 8.2% admit rate. After regular admission is was about 9%. Apps are up this cycle from last there as well. |

| GT is the hardest admit and Purdue has the most engineering students with 14,000 undergrad not including CS. Purdue is the easiest admit at around 30% OOS with more than 70% engineering students being OOS or international. Purdue and GT are probably the best but they are all excellent schools with not much daylight between best to worst on this list. |

DC's friend a few years ago was admitted to Purdue eng but not UMD eng. Purdue does seem easier than UMD. In state. |
