it turns out that the arbiter didn't work on the issue during shutdown, not sure what you are hoping the union will do, harass them every day so they get annoyed and rule against the union? also even if they rule in the unions favor the agency can appeal. nothing about this process is fast. |
The arbitrator did not have the briefs yet as they were due after the shutdown and it would not be excepted work for the agency to finalize their brief during the shutdown. |

| Because of the appeals process and the current posture of this administration, I doubt regular telework comes back anytime soon. It is best to accept this and move on. The union does other things to help sec employees- especially with the compensation agreement. I also heard a rumor that several divisions are allowing adhoc telework around the holidays. I guess to encourage people to work and use less leave. |
