On September 24, 2025, DFI filed a formal Title IX complaint with the U.S. DOE’s Office for Civil Rights on behalf of a freshman at WSHS, alleging that a male student repeatedly entered the girls’ locker room, watched girls changing, and WSHS administrators refused to meaningfully intervene.
Key points: • Administrators allegedly told the student to use a different facility rather than removing the alleged intruder • The time girls were allowed in the locker room was shortened so the male student could enter soon thereafter • The complaint argues FCPS’s policy allowing facility access by gender identity violates Title IX’s protections based on biological sex You can read the full complaint here: https://dfipolicy.org/wp-content/uploads/2025/09/Title-IX-FCPS-Complaint-09.24.2025-redacted.pdf I’ll continue tracking OCR’s response, FCPS reaction, and relevant court filings. If anyone has additional documents (legal responses, internal emails, school board minutes) that relate, please share them here. |

I read that whole letter and something is missing. 1. The female PE teachers wouldn’t just brush the first instance off, trust me, I know most of them. 2. The two admin investigating were and are admin for sped. This makes me wonder if the male student is sped and I doubt this but cat b or cat a but on the borderline between a/b. 3. I know both admin and those are the two that I’d want doing the investigation work. 4. The continued frequency of the behavior is odd, it sounds like the student legitimately does not have an understand of appropriate boundaries.
I’m not saying what’s taken place so far is okay, I’m saying we’re missing a very vital piece of this whole situation. Because when you walk through everything outlined in that letter, there is something missing and that’s likely due to right to privacy. Y’all can call me complete wrong but I just knowing the teachers and those two admin investigating something doesn’t add up here. |
The complaint is accurate. |
Well my goodness thank you for factually backing up your claim. You know this because you’re one the PE teachers (I doubt that), you’re a parent of one of the female students referred to in the complaint, your one of the two admin (I know you’re not), you’re one of the parents of a friend of one of the girls referred to in the complaint, your the parent of the boy (I doubt that), your the parent of the original girl (I doubt that), your a teacher at the school (I doubt that as well), you read things on the WSHS moms Facebook group where you’re all talking about (that I believe). And what I actually said was something is missing a vital piece of information not that the complaint was inaccurate, simply that there is a piece missing |

I would also like to hear the boy's side of story. Is he transitioning? Why is it ok for him to change with the 10th graders and not the freshmen? To me, that says this is a kid who is transitioning and is accepted by his 10th grade classmates who have probably seen a lot of his/her journey, but the freshmen girls probably don't have a relationship with this student so don't understand the situation.
I'd just say that like a PP there is probably more to the story than the one side. I would want to hear both before I personally make a judgement or express a firm opinion or demand anything from the school. And I do have a student at WSHS. |
Teachers and admin are not really allowed to intervene per the way the FCPS policy is written. I wouldn’t want to get fired or sued either. The policy is that if a student says they’re trans you take them at their word. And if they are *UNDER NO CIRCUMSTANCE* are you allowed to ask them to use a single occupancy locker room or the locker room of their sex assigned at birth. |
| Is the person in question a cisgender male or transgender female. |
| Parent and it’s true and still happening. |
