What is the reason a seriously terrible executive is kept on at your organization?

The CEO's illegitimate kid? Has something on a C-suite like a picture of them leaving a hotel room with someone who is not their spouse? Knows of financial misdoings?

In my experience it was that it’s very difficult to fire someone without cause. We had a verbally abusive senior leader. It took years - and a combination of many HR complaints plus annual feedback complaints - for them to finally remove her. My guess is that she was put on a performance management plan and when the additional complaints came in, they eventually let her go. She really had unresolved anger issues and also wasn’t particularly good at her job.

Race was also a factor in this case.

On her first day she put up a canvas-printed sign that said "No need to fear, Boss Babe <FirstName> is here" and I knew we were in for a ride. Within the first month she complained to HR that the hospital was racist for not sending a professional decorator to redo her office (maybe to match her sign?) We all just have to work around this person's ego and make her feel good though I suspect she falsified her credentials because there are basic healthcare things she knew nothing about.

They do the dirty work so the other execs dont have to do it. this is why nice people dont ascend. Bosses dont think they would be ok to shoot down the employee dying of cancer

Because “terrible” is in the eye of the beholder, and most of these people are great at managing up (with the CEO, Board, etc) and across (others in the C-suite) even if they are terrible at everything else.
