What does, 'smart casual,' for women mean to you?

I have a weekend event with a dress code of, 'smart casual.' What does that mean to you?
Would the Anthropologie Somerset dress in navy with some nice jewelry work? Or would that be too dressy?
(Confession: I actually got an Anthro Somerset dupe, but I like it better!)
I would wear pants and a nice top but pants are just not my strong suit right now.
Thanks for any ideas, links, suggestions. My closet feels like a disaster right now!

For me that might be linen. Probably linen pants and a nice top. Open toed shoes with a pedicure. Jewelry

Business Casual- what you wear to work normally.

Smart casual seems an odd choice of wording for a summertime weekend non-work event. I am sure the host was trying to be helpful, but so often dress code wording backfires! On the bright side, as a result, all other guests will be equally uncertain as to what smart casual means, and there will be a range of clothing choices

I think the Somerset dress will work as smart casual as long as shoes are not too dressy.

Smart casual to me just means no athleisure/shorts/tshirts.
