Apply early Pitt & other state flagships.

For clinical psychology, look at Big Ten Conference universities. Several offer alternate paths & concentrations for psychology majors.

and don't submit SAT score if you don't have to.

I would focus on public schools that are test optional and may give a higher weight to GPA/rigor and less emphasis on extracurriculars. If there is no required essay that could be good, too.

Given the SAT score, uou might want to consider this list of test optionals from another thread:

[Here’s a list of of test optional schools where more than 50% of the admitted class last year was test optional (private schools with greatest # of admitted TO students):

UChicago
WashU
Vanderbilt
USC
Pomona
Claremont McKenna
NYU
BU
UMiami
Wesleyan
Northeastern
Villanova
Middlebury
Lehigh
Wake
Tufts
Tulane]

If you are interested in large public schools, UCs are test optional, but Berkeley and UCLA are difficult OOS.

A 1330 is the 89th percentile. It's going to be fine for 90 percent of schools out there. If she wants to take another crack at it, give the ACT a try. They are different tests. Most students do better on one over the other.

+1 They care about GPAs, less emphasis on ECs.

If she’s more open on location, I’d try the Pennsylvania Slacs like Dickinson or Gettysburg or F&M for aid.

In relation to her GPA, her SAT scores are really low. Can she prep and take them over?

The discrepancy immediately undercuts her GPA, because it suggests that she’s attended an academically weak high school.

If she can’t retake or you don’t think she’s going to do better definitely don’t report them unless you have to.

Possible reaches:

Davidson
Wake Forest
Colgate
William & Mary
Tulane
Holy Cross

Either that or took easy courses. 4.7/8 W is possible at our local public by taking some easy AP and lots of DE. DE gets a full extra point but is much easier than corresponding AP. These students do not have the right courses to be considered for UVA or even virginia tech in state. They usually go to JMU or out of state to UF, UTK, UGA. Around 30% of the graduating class has 4.0uw. The college acceptances depend on the course load/track more than anything. 3.9uw with max load and "only" 4.5W gets in to UVA over the easier track students.
