Harris could predict this because the Democrats had punted and swept stuff under the rug so many times war was inevitable. It may be why Kamala was picked to run as president: the Democratic party knew she would lose so the Republicans could be blamed for any negative war issues.

I seem to recall from my American History that the air strike and bombing of Pearl Harbor in 1941 was declared an Act of War by the US Congress and FDR.
