At this point, why do you ever feel comfortable saying something is "just another rant" that'll be walked back soon? He is doing the things he said he was going to do. We're about a week from invading Greenland for Christ's sake. Do you think the military parade is a big LOL too? How about deporting people to an El Salvador gulag? What about a big wonderful hotel next to the prison? The hotel would have great views and could have a ferry to the Ferry Building (10 min?). Prisoners could work in the hotel for free - Tuck down service from MS 13? The hotel could pay for the prison. It would be beautiful and unpresidented.

Alcatraz has now been closed more years than it was opened.

Opened in 1934.
Closed in 1963.
It operated for 29 years
It has been closed for 62 years.

Anyone who has been on the Alcatraz tour can tell you about the terrible condition in which it remains. There is no reopening it. There would only be demolishing & rebuilding. If doing that, it makes more sense to pick another location that can be used to build a larger facility.

Trump only wants Alcatraz because someone probably told him it generates around $20 million in revenue for CA each year. Also, it was added to the National Historic Registry in the 80s, so I'm not sure of the logistics for renovating a designated landmark and what that may entail. But let's be honest, this admin doesn't care about rules or laws, so whatevs.

This would actually be a desirable prison for prisoners because a lot of the modern Supermax prisons are in the middle of nowhere which prevents the prisoners from having visitors. Another great idea from the brain trust running country.
