WH is preparing a rescission package for Congress -giving up on impoubndment

The White House is preparing a rescission package to present to congress for $9b from the State Department, US Institute of Peace, etc. as well as a larger rescission package for the State Department and USAID. That means that they are giving up on their impoundment idea (possibly because they are not actually winning in front of the Supreme Court, as they thought they would - this is pure speculation on my part, I don't really have any idea how they come up with their decision-making).

Not quite -- they pushed back about spending about 3B for FY25 that had been designated by Congress as "emergency funds". 2.1B was foreign aid, 250M for NSF and about 600M for NASA. This was part of a larger package of 13B. Vought kept 10B (some to the DOJ etc) and wants to cancel the rest. So they are trying all angles.

They haven't done that so far. They told Trump to pay the USAID grants. They told Trump to return Abrego Garcia. While they allowed the Tda deportations under the AEA to continue, they required due process challenges/hearings and didn't reach the AEA at all. They have not ruled yet on Humphrey's Executor - have I missed any others?

Weren’t some of those emergency funds for FEMA? And then I thought Israel and Ukraine? And Taiwan?

The laws authorizing these agencies and programs are still in place, so it will be up to the Congress to pass legislation ending them, and/or passing a budget that zeros out the funding.

Turning around to the American public as a congressman with the anchor of ending popular programs is not a winning strategy.

House has passed the rescission package 214-212.
