The White House is preparing a rescission package to present to congress for $9b from the State Department, US Institute of Peace, etc. as well as a larger rescission package for the State Department and USAID. That means that they are giving up on their impoundment idea (possibly because they are not actually winning in front of the Supreme Court, as they thought they would - this is pure speculation on my part, I don't really have any idea how they come up with their decision-making). https://www.politico.com/news/2025/04/14/white-house-to-send-congress-a-formal-request-to-nix-9-3b-for-pbs-state-department-00289543
SCOTUS will do what ever trump tell them to do.
They haven't done that so far. They told Trump to pay the USAID grants. They told Trump to return Abrego Garcia. While they allowed the Tda deportations under the AEA to continue, they required due process challenges/hearings and didn't reach the AEA at all. They have not ruled yet on Humphrey's Executor - have I missed any others?
They have told him stuff...but he hasn't listened
