Can someone explain relevance of "clean" CR to extend government funding

I read an article that Trump supported a clean CR to extend the government until the end of September. Does this basically mean continue the status quo until a permanent budget can be agreed on? Would democratic votes be needed to achieve this?

A CR is a bill to continue funding at least year's level until a budget bill can be passed. They're supposed to be short term stopgap funding packages to finish up the budget. If they fund the government until Sept that means the budget is effectively nothing but CRs which means the budget is the same as the previous fiscal year which was a Democratic budget under Biden.

That's what it would normally mean. But in this case, Trump (really Elon) has been ignoring huge amounts of the current budget and just refusing to spend on certain things. So a clean CR would just let him keeping ignoring what he/Elon doesn't like (and probably adding to that list over the coming months).

The Ds are apparently trying to get something in the CR that would prevent this, although I have not heard what that specific thing is.

Which also doesn't mean anything since Trump is not executing the administration of the agencies per funding and specific laws, for example USAID.

Republicans are asking Democrats to help them pass a clean CR since their caucus will not pass it on their own (the Freedom Caucus aka Tea Partiers won't pass a clean CR). Democrats are asking to include a guarantee that the appropriated funds will be spent, that staffing levels will remain constant. Which is on the normal way of things. But Republicans are not willing to include that guarantee.

So we will have a shutdown.
