Where is the best place to locate a person to help with occasional to and from school pick up?

my spouse and I have identified multiple work and travel conflicts in the coming months and it is going to be necessary for us to rely on paid help to do morning and after school transportation, as well as a few hours of babysitting each day. Where is the best place to start looking for somebody who does this work?

It's really hard to find someone reliable for that, especially because you want both morning and afternoon help.
Are you looking for someone to come just on the specific days you need them? Or do you want to hire someone to come every day-even on the days where you don't have the work and travel conflicts?

Have you considered an au pair?

Nobody wants to do morning transportation, hang around for half the day, then do afternoon babysitting. Consider splitting the job in half, and paying $50/morning drop-off. Afternoon can be whatever you’d normally pay a good adult.

Need the same, basically a driver for a 10.y.o., how do you vet the driver?

Posting that they are also looking to hire someone, or posting that they are willing to do it?

The only way to vet is to see their driving record, and I guess you could see if they have references if they've done this type of job before.
But really like a pp said, no one wants to work a split shift like this. So really your choices are:
A) Pay an insanely high amount for a quality person
B) Au pair
C) Just take what you can get and hope it all works out.

I would look for a retired teacher. I’m a teacher and when I retire I would be thrilled to have a gig like this.

try you r local close by neighbor friends first, then the local text chain or fb page. people will be more willing if it not a big inconvenience.

How occasional? Your best bet would be a parent at your child's school who lives nearby. You would also need to be willing to drive/afterschool sit their child occasionally.
