Where does one report an adult walking their dog unleashed? Adult has been told to leash their dog multiple times. Is it police, non emergency police, elected official, HOA if there is one?

Do you have a list serve? Post pictures there. Is the dog causing a problem?

You can call police but by the time they show up, the walk could be over.

NP, but this person is breaking a law/ordinance in a way that could endanger other dogs, children, etc. Why does it ā€œfascinateā€ you that someone would tell them to stop this behavior?

I believe you can call 911 because it's a crime in progress that could cause personal injury. Google AI says:

An "emergency police call" is used for situations requiring immediate police response, like crimes in progress, life-threatening situations, or accidents with injuries, while a "non-emergency police call" is for situations that do not require immediate action, such as reporting a minor property crime that has already occurred, a lost item, or a noise complaint

Are you high, PP? Serious question.

The 975 ARMED CARJACKINGS in DC were a public safety issue, but DC refused to even chase the armed subjects.

On the rare occasion they apprehended an armed carjacking defendant, DC let them go and dropped adult criminal charges in the vast majority of cases.

Do you understand what ā€œissue of public safetyā€ means in DC ??

I always enjoy it when people try to decide for themselves how the police should be allocating their resources, then impose their decisions upon you.

This is a situation where you call 911. If the police decide to do nothing in response, then so be it. But don't let people on here try to intimidate you into not reporting crimes.

Call animal control and give the rule breaker's name and address. They will hand deliver a notice with a fine to the offender. It works. My HOA has several entitled people that don't think they have to follow DC leash law or HOA rules. Our manager reported a repeat offender and she's been fined twice. She now leashes her dog!
