J buses in MoCo

How does one request to add a Metrobus line inside the beltway that is parallel-ish to I-495 during rush hours? The Purple Line is obviously still not ready. There used to be Metrobus J1, J2, J3, J4 and possibly others before pandemic/before folks started working from home.

There's a thread about RideOn buses but RideOn probably doesn't run the same routes as the J line Metrobuses did/do.

J2 still runs Silver Spring to Bethesda or somewhere in Bethesda.

J2 comes through Bethesda to Bethesda metro, up 355 to Medical Center, across Cedar, up OGR, then down democracy to Westfield mall.

Does a J4 run during rush hours Med Center to Greenbelt or was it New Carrelton?
