I'm guessing it's for pedestrian safety, but the tradeoff is you gotta keep traffic moving when possible.
Too bad there couldn't be a compromise like only between 7-9am or only in high pedestrian areas. |

In other countries RED means STOP - no turns whatever. Why are Americans any better? Or, are they the only ones in a hurry?

| Very good. It should be outlawed everywhere. I'm from Paris, France, and was shocked to learn that turning at a red light was allowed in the US. It's a recipe for pedestrian fatalities and injuries. Other capital cities manage their gridlock without this dangerous loophole. |

This is necessary. There have been far too many pedestrian deaths in recent years. VA should follow suit. You can always put up right-turn allowed signs in areas where it makes sense to do so (just like the no right-turn on red signs when the default was rt turn on red was ok).
I work in Foggy Bottom and every time I get out of there in my car I watch someone almost get hit -- because the driver wasn't paying attention or the person just walked out into the street without paying attention or both. |
It was introduced as a fuel saving measure. It saves time and fuel, but the problem is dumb people, both drivers and pedestrians. |

Except most of the congested downtown intersections also given pedestrians a head start, which means right turners effectively cannot turn during busy periods. |
| The red lights in D.C. allow the pedestrians to cross first. By the time that the pedestrians crossed the 4 lanes of Constituion, there was only enough time left on the green light for only 1 car to turn right from 12th to Constitution. The traffic that stacked up on 12th was insane now. |
