I found a counseling secretary when I checked. Is that the head person? Are we allowed to switch counselors?

Counselors are the ones who resolve problems right? What is the scope of their job? I don't want to seem clueless when emailing the next higher up.

The resource counselor isn't the secretary. They're one of the counselors who is like the department head of all the other counselors.

This feels like a given, but just in case you haven’t already, first reach out to the counselor to try to resolve the issue. If the counselor wasn’t aware of the problem, they may be able to help. If you’ve already reached out and the counselor isn’t helping, you can then demonstrate to the resource counselor that you’ve made an effort to work with the counselor and it hasn’t helped.

Some counselors are known to cause more issues. For ex, you share your concern or your kid's concern about something or someone in a class, the teacher thinks it is ok to share directly with the student what you or your kid may have shared with the counselor. What the f is the point of sharing with the counselor then?

You already sound clueless. You don't know what counselors are supposed to do but seem convinced that this one isn't doing it?
