PWD DC fine for trash pick-up!

I own a 4 unit rental property in Anacostia/Fairlawn location and the trash company(let's call them RS services) has been flaky. I call them and they says truck had visited the building according to their map but trash wasn't picked. I sent them a pic and had to hire someone else to get the trash picked up and dumped. Then, they did it again after 2-3 weeks and the same story of me hiring a 3rd party for trash pickup. I didn't know about the complaint and received 3 fines today of solid-waste outside and not having enough container (have 4 - 96 gallon containers). It truly wasn't my fault and I am hands on with the operations but trash company kept on telling me that the pick up would happen soon and then didn't happen. PWD DC is right in fining me once but they didn't understand the background and I have long email chain explaining all this if it would work. I need advice on:

1 . how can I fight these fines from PWD DC? Not my fault except than be too trusting on what the trash company told me and I don't want to pay close to $1000 in fines.
2. Any other recommendation of commercial trash and recycling company in this area? It has to be 4 regular 96 gallon cans and one for recycling with 2x pick up a week.

I don’t think “the company didn’t pick them up” is a way to get out of the fine if it’s not municipal trash pick up. It sucks that your contractor flaked, but you’re still responsible for it. How long was the trash before you hired the one time pick up? Long enough that the city fined you?

pay the fine and get a new hauler.

Demand the hauler pay the fine.

It's dpw. And you could sue the company in small claims court for the fine plus the amount you paid for the service you didn't get.
