PWD DC is right in fining me once but they didn't understand the background and I have long email chain explaining all this if it would work. I need advice on:

1 . how can I fight these fines from PWD DC? Not my fault except than be too trusting on what the trash company told me and I don't want to pay close to $1000 in fines. 
2. Any other recommendation of commercial trash and recycling company in this area? It has to be 4 regular 96 gallon cans and one for recycling with 2x pick up a week. [/quote]
