Are you just now realizing that the president is not a king? Sometimes he needs to negotiate or discuss or persuade. Or *gasp* follow the rules and fill out paperwork.

But sometimes a president is so far afield that he can give orders or commands that are simply not obeyed. That happened in Nixon's final hours. And quite a lot throughout Trump's presidency.
