Parking in DC alley

Mine and DC's bedrooms are directly next to an alley. Someone parks their motorcyle below where we sleep, and DC gets woken up each and every time the motorcycle gets started up. I'm pretty sure you're not supposed to park any type of vehicle in the alley, and I'd like to report the motorcycle so that the person can get a ticket for parking violation (flame away if you must). Who do I call? 311?

It might be legal to park there. Does the driver live right there? Call 911 and tell them it's a non-emergency.

Please don't call 911 for this. Call 311 instead. That's the DC line for non-emergencies.

You have to call 911. 311 is no longer the non-emergency number. Now when you call 911 you get asked whether it is an emergency or not.

It's only legal to park on one's own property. Parking in the alley itself, on pavement installed by the City, is simply illegal.

And yes, call 911 & explain it's a non-emergency.

DO NOT CALL 911! OMG what a bunch of idiots. You call 311 and tell them to send out parking enforcement. Call every single time you see the bike there and they will come out and ticket it. The owner will get the poing soon enough.

Or just ask them not to park it there because it wakes the kid up.

Yes it is. Its the city wide call center not a direct link to the police. 911 is for emergencies only and while I'm sure OP feels like it is an emergency its not. Reading this post makes me rethink my relationship with DCUM what a bunch of nut bags.

Did someone let you report a non-emergency matter? The folks at 911 told me to call them for both. The message for 311 connects folks to all sorts of DC departments.

You are never wrong to call 911, the dispatcher just told me. 311 works during the day only but 911 is fine too since they forward non-emergency calls. The dispatcher kept asking me what was wrong. I said I was having a debate with a friend over 911 versus 311. He told me, Tell her you win.
