Why would they want to limit revenue at U13 and older?
I won't deny that Rev is out make money but they aren't
sacrificing quality over quality. The culture is different than at a club like LS. The haters won't accept that but it is. Parents don't leave the club because of the culture, they leave because their kids didn't get moved up or didn't get a offer for the next season.
The top leadership at the club are trying to build the club using European methodology. It's not about getting as many kids into the club, it's about getting the best available kids and making them better. Hate on Rev if you want but don't hate without coming out and experiencing it for yourself.
