My guess is that it is Dominic Monaghan or Billy Boyd, both of whom were relatively unknown when they were cast in LotR but both of whom have made a big leap in recognition and opportunities afterwards. Both Elijah Wood and Sean Astin were bigger names with longer filmographies by the time LotR came out and don't really fit the description that they have been in very few things other than the one trilogy of movies.
