Confused why people are blaming Hull for this.

The budget was in fine condition before McKnight left in February. The MVA and other programs were restored, there were no talks about RIFs or not honoring new contracts, county council was on track to approve the budget request (or at least a large portion of it) and they publicly praised Hull and the budget department for more transparency and collaboration then they had seen in years. Then Felder came in and ruined it with her ego, stupidity, and her two cronies - Key and Johnson.
MCEA is blaming him for his mismanagement of funds. He’s WASTED millions on useless contracts. I think he getting kickbacks. Makes no sense otherwise.

Speech and language pathologists are useless contracts?

MCEA is just mad that there's a trend toward providing services through non-union contractors. This is true across the country. It's a byproduct of the pay scales that unions have negotiated over the years.

Actually it came out in the edu. Committee meeting with Jawando that special ed. Contractors were being paid more than union special ed. Teachers. So as parents you should care if the trend is moving towards paying expensive contractors because no one wants to work for mcps anymore.

I've been arguing for years that MCPS needs to establish a separate pay scale for SPED positions. But MCEA doesn't want to do it because they think less-in-demand positions will lose out on pay increases.

Sped teachers don’t complain about pay. They complain about workload. There aren that many extra SpEd teachers floating around who can suddenly take those spots. I am SpEd certified but have no interest in SpEd with the current workload situation.

No major disagreement there, although the dynamics are different for SLPs and OTs than special education teachers. But there's a bit of a chicken-and-egg problem for SPED teachers-- you can't fix the workload problem without addressing the staffing problem. And that's going to mean incentivizing more SPED teachers through higher pay.

SPED teacher workload has become a ton of paperwork. It is tedious work. Most SPED teachers would like more direct time working with kids rather than spend so much time on documentation. I would not recommend anyone become a SPED teacher these days.

Felder threw Hull under the bus. This budget is her mess. MCEA is getting fed misinformation.

Do this and you will reclaim at least 1/3 of the budget.

Let the prisons pay for them.

It isn’t PC, but this is a fair point. There is a lot of money going towards this population and there is a limited budget. The influx of undocumented immigrants has clearly had an effect on the MCPS budget and needs to be addressed. You can’t have a legit conversation about the financial situation without discussing this aspect of it.

+1

It’s hard to have a conversation about this because it’s fraught with strong emotions on both sides. It’s a conversation we need to have.

Emotions are not why this is a hard conversation to have. It's a hard conversation to have because one side wants a unicorn and one side is aware that unicorns do not exist.

That is, one side would like to stop educating undocumented immigrants and the other side is aware that educating all children is a federal and legal mandate.

Having all of these populations in schools is the floor. It will never be less than this. In all but the most extreme situations they arent receiving a vast amount of services. Schools are basically focused on maintaining them until graduation, and then they become society’s problem.

I mostly agree with you, but Montgomery County is so focused on building affordable multifamily housing and very little single family housing. Guess who that attracts? And we have all these programs to support low income people. It's well-intentioned, but that means they all want to come here and we shoulder more of the burden than other counties. And then the state wants more and more local dollars to go to support these populations, especially Montgomery County since we are so "rich". Yet we haven't grown economically since 2017. Which means raising taxes is the only way to keep paying for the things people want, and you can only do that so much before it starts working against you.

Bottom line, don’t automatically believe what you hear secondhand.

Why doesn’t the county tax the ultra rich more than everyone else? Seems like it fits their progressive stance

Anonymous wrote:Good Evening, Principals,
To ensure we are providing you with the necessary information needed to navigate the
current budgetary conditions, we wanted to connect with you before the weekend. On
Monday, June 3, you will receive an updated School Allocation Execution (SAE) report that
reflects reductions based on the comprehensive (K – 12) class size increase of one
student. Out of respect, we do not want the SAE report to be the main means of
communication. Therefore, all directors and associates will be personally contacting each
school that has been identified for a staffing reduction or reassignment to discuss its
implications as well as support with the identification of staff members that will be
involuntarily transferred. In addition, all staffing coordinators will be readily available to
support you with this process as well.
Specific information will be communicated via memo, however we wanted to take this
opportunity to highlight several key points that relate to the identification of schools that
will receive a staffing reduction and the timeline that will need to be implemented;
• Only classroom teachers are impacted by staffing reassignments (not
counselors, school psychologists, pupil personnel workers, etc.)
• Actual enrollment not projected enrollment numbers in synergy are
being utilized along with historical enrollment trends to identify schools that
will receive a reduction,
• For elementary schools, these reductions could impacted art, music,
and physical education allocations as well as reading initiative allocations,
• For middle and high schools, you are encouraged to absorb the .4
staff development teacher reduction at your school. Directors will be
prepared to support with reviewing master schedules to identify classes or
other conversions to restore their allocation to 1.0
• All principals will report the staff member that they have identified to
the Office of Human Resources and Development (OHRD) for involuntary
transfer by Wednesday, June 5, at 12:00 p.m.,
• On Thursday, June 6, OHRD staffing coordinators will confirm that the
staff member you identified for involuntary transfer is accurate based on
position and seniority,
• On Friday, June 7, OHRD will be present at office hours to share
additional information regarding the involuntary placement process and
answer any questions that you have.
We recognize that this process will be difficult for your staff and difficult for you to
communicate. Staffing changes like this can be unsettling as the positive relationships we
build are what make schools special. Unfortunately, the budgetary restraints make these staffing changes unavoidable. Please know that we are committed to working closely with
you and your staff to support you with these transitions. We deeply respect your
leadership and commitment to doing the difficult and necessary work on behalf of your
school communities.
Please reach out with any questions or concerns. Thank you for all you do.

This is brutal. I just don't understand why it is happening.

So when will the council start to shake us down for the annual property tax increase?
