You can't compare Trump and Biden in their current states to a 1990s Bill Clinton. Clinton has a higher IQ than Trump and Biden to begin with so of course he was a much more mentally fit president compared to Trump and Biden at their current ages. If Clinton had waited until now to run for president, he would likely need some additional support mechanisms for public speaking. Running for president in your 70s makes no sense so of course Clinton didn't do that.
