That's from a while ago, when he spoke at the DC anti-mandate rally. He is apparently undergoing some sort of treatment and he sounds better now.

It's telling that despite his whining about the 'neocon strategy' and the trillions we've spent elsewhere he has nothing to say about our billions in support to Israel.
