While I get that there are homeless with mental illness, there are also many homeless who are mentally ill BECAUSE they made poor choices to abuse drugs and alcohol. I also get sick and tired of the bohemian types who are young, abled bodied people who are perfectly capable of holding a job, yet all they want to do is get high everyday and sit in the park doing nothing. I can't stand the gutter punk types who think they're winning because they're sticking it to the man, then go around begging on the streets for money. No, get a job you lazy bums.
Only if you make a deal to work on reading comprehension and they will get a job. Listen closely. If you fall off your feet for whatever reason, it’s almost impossible to start a job with no resume, no place to shower, no apartment, etc.

This whole thread is 'give a man a fish' rather to 'teach a man to fish'. Constantly handing out freebies teaches nothing, nor does it repair anything. There are many programs that exist in the are for housing. They can get welfare checks and food stamps. There are employment programs scattered throughout the area. You can bring a horse to a trough of water, but you can't force it to drink. What more do you want? We've already provided the water. At some point, personal responsibility matters.


So what's your solution then?



Fine anyone who gives money, food, clothing or anything else to panhandlers $1000 for the first offense , $10,000 for the second offense, then 30 days in jail for the 3rd strike. Watch as the handouts dry up and all of the homeless trying to game the system for a bohemian, drug filled responsibility free life leave the area. Or get a job.

I think AA community wants to help people who fall on tough times. Also, a lot of the AA drivers are devout churchgoers and want to help the needy. But they don't understand that these people are fraud.

We manage to sort through other crimes. The professional panhandlers do it because it's easy money. If there is even a slight barrier, they will move on to something else. Remember, every dollar the professionals take is a dollar not going to someone in actual need. The professionals are literally stealing from the poor.

Maybe they should have licenses. They could be vetted to make sure they are either drugged/crazy or really destitute. No one else gets the license. Then when we regular people drive by we could stop to check their license to see if we want to fund their habit or pay for a campsite.

I live in the country where there is no public transportation, no ltraffic lights and no sidewalks. I get everything delivered also so no beggars for me to see.

This works in other states. In Florida for example it is illegal to panhandle without a license. Licenses are predominantly purchased by homeless shelters. Residents of those shelters have designated streets and times and in exchange for a newspaper they work on like The Homeless Voice you make a donation and all monies are (presumably) turned over to the shelter at the end of collecting not the individual. Those without a license are fined and ticketed and arrested after x number of tickets without a license.
