True. But then when someone gets arrested, we will have to sort into categories of 1)mentally ill druggie 2)part of a panhandling scam operation or 3) genuinely struggling through misfortune. Do we have programs like inpatient treatment and follow up, enough jail space and legal processing bandwidth, and resources to funnel these folks appropriately?[/quote]

We manage to sort through other crimes. The professional panhandlers do it because it's easy money. If there is even a slight barrier, they will move on to something else. Remember, every dollar the professionals take is a dollar not going to someone in actual need. The professionals are literally stealing from the poor.[/quote]
This works in other states. In Florida for example it is illegal to panhandle without a license. Licenses are predominantly purchased by homeless shelters. Residents of those shelters have designated streets and times and in exchange for a newspaper they work on like The Homeless Voice you make a donation and all monies are (presumably) turned over to the shelter at the end of collecting not the individual. Those without a license are fined and ticketed and arrested after x number of tickets without a license. [/quote]
