I don't think there is a constitutional basis for such a ban. Matters such as these belong to the states. If the Rs want this they need to do so through a constitutional amendment.

True, but conservatives have been working on this issue slowly but steadily for decades---they are playing the long game and they will win. They've stacked the SC, they're stacking lower courts, and they're taking over the voting apparatus nationwide. Slow and steady usually wins the game.
