Can you look around at area strip malls with salons that don’t look very fashionable? I’m not local but that’s where you find the kind of places my late great aunts and my elderly neighbors go to. My mom in DC does her own hair so I don’t have a local rec for you, but I have seen people post for this advice on Nextdoor with good results. Another good place would be to ask an assisted living place that’s near where your mom lives if they have a recommendation. Our nearby one brings a group of ladies to the salon by my favorite coffee shop for their appointments.
My DH goes to a female barber who mostly does men’s hair and children’s hair, but she also does house calls for older people. It’s not something she advertises but she’s always willing to help out older people so people know about her by word of mouth. Someone like that who rents a chair in a small salon might have good advice- they are usually pretty tied into the beauty community since they’re often changing shops.
