I have not ordered anything from this brand yet, but discovered it yesterday while looking for a dress for a similar occasion and really like a lot of their dresses. Price point is nice, not sure about quality.

Is it for the grad herself? You don’t want to do maxi under a gown—it sticks out at the bottom and looks weird.

Some girls like that because it enables them to stand out and show off their dress during the ceremony. It's a personal preference -- a graduation gown is not like a winter coat where there is a "correct" proportion, because it's just a goofy piece of clothing to wear in the first place and it is only worn for a short period of time.
