MoCo Child Rape case--time to process rape kit

I saw this news article about a recent conviction in a home invasion rape of a 9 year old in Takoma Park. Looking at the charging documents, it appears that the rape kit was done in November 2021, but the results did not come back until April 2021 -- it was an immediate hit, and led to an immediate arrest, but it's so depressing that this person was circulating in the population for 5 months because it takes that long to do a rape kit even in these outrageous circumstances. The charging document notes that the police detective had interviewed the guy in an unrelated case in February, so that suggests that he might have committed an additional sex crime in February. I don't understand why we can't solve this problem.

Did Hogan propose any changes to criminal laws and procedures during his 8 years that democrats thwarted? Asking seriously, because I honestly don't know but would be curious.

It’s absolutely outrageous
People think it’s all he said/she said date rape stuff in the tape kit backlog, that’s why people don’t care … but it’s actually violent predators who could be identified almost immediately

That's pretty fast, honestly. Six months? It doesn't happen like it does on TV, where they have results by the end of the day.

This guy has multiple past cases including for indecent exposure and perverted acts, and misdemeanor sexual assault with burglary. There was a case from February 2022 that I couldn’t manage to pull the documents for, but appeared to be a different case.

The rape kit contains things like underwear, fingernail scrapings, swabs of fluids, etc. All that has to be analyzed first to determine if there is any human DNA. Then it has to screen out the victim's DNA. Then it might have to screen out a relative's DNA (maybe mom was the one who folded the underwear the little girl was wearing and a strand of hair was in it).

Getting the DNA sequence takes a couple of days.

But there is pre-DNA preparation I just mentioned, case documentation for evidentiary purposes, and then if a suspect is not actually known, running it through CODIS.

Once there is a match, then the lab has to verify through other means that they are identical.

In some situations, the police department still has to get a search warrant to get a DNA sample from the potential suspect. No idea if that had to happen in this case, but that can also take awhile.

Add to it the backlog. And a lot of the backlog is due to insufficient staffing, both within police department crime labs and private labs that departments contract with. Montgomery County police does both.

Rape kits often sit around for many, many years before being processed. So I'd say this one was very quick.

I mean, sure. But a 9 yr old being raped by a stranger during a home break in is an EMERGENCY. The kit processing should be treated as such.

Anyone raped would probably view apprehending the suspect as an emergency. Read up on rape kits processing time and it will piss you off.

NP and I hear you but I would hope as a society we want to protect children and see this horrendous crime as an emergency worth jumping to the front of the line for. A child rapist is the lowest of the low and so dangerous for our society.
