Feds get 12/26, the observed federal holiday, off. We have to use vacation time for the 23rd (except for DHS, I'm told). |

What are you talking about? People take vacation time if they want 12/23 off. I know some people that work at offices that are closed between Christmas and New Years, but that’s nowhere near the norm and wouldn’t even apply to 12/23. |

Depends on the agency. Mine announced 2 hours. Some give none. 16 hours is the outlier! |

Because most people in the US celebrate the cultural holiday that is Christmas, even if they are not practicing Christians. Therefore Dec 23rd is a welcome break to travel and prepare for the holiday. Yes, it's unfair to other religions, but it also suits the needs of the majority of people.
