Those are photos of her getting off the plane in Texas. But, reporters said that when she disembarked at Andrews on her way back, she had the jacket on again. Note that it is 80 degrees here.

There was serious flooding in McAllen. If you watched the news, you would know it. It showed trucks and cars going through deep water.

When her trip was first revealed, her spokesperson said that the trip was Melania's idea and that the president was not sending her. If that is true, my guess is that when Trump found out about the trip, he told Melania not to go for some reason. She decided to go anyway and the coat was a big F-U to him.
