This is bizarre. The percentages were likely ranked based on decimal increments not listed, even though the round figure was listed. You just made them all equal. They were listed in that order for a reason. USNWR will give ranks the same number if they are indeed the same. but nice try rewriting the data.

Honestly, I would not make a college decision based on a retention difference of 99% and 97%. In the real world, that’s called a distinction without a difference.

US News & World Report doesn't agree with you.
The most influential flagship ranking uses retention rates for it's ranking factors.
