Which federal agency is the best to work for? How do you get hired there?

I work in a subagency in the top 50 and it's been light years better than other places I've worked. People are smart, dedicated and hardworking. Bad performers are quickly fired.

The answer is it is very dependent on your work unit/division/office etc. However there is a survey that is sent out and becomes available in the form of “best places to work in the federal government” if you want to google that.

Generally the best places require a good degree of technical knowledge or advanced degrees.

It's going to be very difficult to get a job with the "best" agencies. Some places you can technically get an entry level position with a college degree, but there's going to be a lot of competition in metro areas. If you'll take something in a rural area where no one wants to live, you have a better chance.
It also depends on your skills, and the opportunities in the private sector. For example, it sounds like the government has a hard time getting people for IT positions because they can make more in the private sector. Other jobs pay more in the government so those are very competitive.
