I like Bob’s Shanghai 66. They have a wide variety of dumplings but they get really busy, so try getting a reservation in advance.

Prior to the pandemic, my go to place was Hollywood East in Wheaton or New Fortune in Gaithersburg. I've brought my Chinese mother to both and she approves of the dim sum at both.
