AAP acceptance with "ok" scores and super low GBRS?

We find out kid's score abysmally low and think there has been foul play. We will do a WISC and the kid's referral is great in more ways than one --- but am wondering what this portends for future at the school and other tests .. there is pressure on the teachers and not all of them are standing up to it -- some are using it blatantly -- There should be a foolproof process if it is indeed an AAP program for the kids who are equipped to learn. I pay taxes and I want it to mean something even if we choose to cart the kid to private school.

You don't understand the testing process, test security, and test scoring.

PS The tests were taken on computer this year.

I'm not the PP but the cogat/faxt (which is the test they spread out through 3 days) was not online - the NNAT was online.

You don't know the GBRS yet and you hadn't done a WISC as of your posting. We know of the good NNAT and bad CogAT, so how on earth is your child's referral great in more ways than one? Letters of recommendation and work samples are the only other things I can think of as I assume if you had outside testing done already it would have been the WISC.
