Carrying a gun and shooting people - sorry but the word "juvenile" shouldn't even be part of the conversation.
problem is juvenile databases aren’t linked to facial recognition software so the identify is this guy is not being discovered . The juvenile system really needs to be changed

Thinking that is the case is indeed insane.

So many of these perps are involved in the drug trade or are high themselves. It's like DC in the 80s. I thought decriminalizing pot might have a downward effect violence in DC, but it hasn't seemed to change anything for the better.

This is so sad.

Looks like there will never be an arrest now.

This is just terrible. The police should be making this a priority.

From the article, about a neighbor:

"The woman said her two adult children were shot nearby last year, and she worries about the neighborhood’s safety."

So sad..

Per DC online court records, the suspect has served at least six years in prison for three separate violent felonies, two of them assaulting a police officer. He also currently is supposed to be on supervised release, which obviously has failed in this instance

Can't wait for Charles Allen's excuse for this murder.

Blood on the hands of everyone who let this guy walk the streets -- including Charles Allen.

So it sounds like "3 strikes" would have kept this guy off our streets and that poor victim alive with his family.
