Maybe this is a better route - certainly better than doing nothing.

This issue is people who call in false complaints over nothing, in order to get their way with something (and what should be a neighborly dispute escalates into false reports - the police usually know who these neighbors are). But OP seems genuine.

I am not comfortable listing the abuses taking place but they do not include the absence of helmets or organic fruit.

There is a history of retaliation, drug use and extreme violence.

If I use a prepaid phone and refuse to give CPS my info will they take it seriously enough for a welfare check?

If CPS checked in I am confident they would witness a extremely unfit environment.

Not true. To what jurisdiction are you referring? Where we live, CPS is mandated by law to go out and investigate, which involves ALL members of the household AND the school.

VA - I have made a report that was not opened also and it was the right call. We are mandated reporters and felt we had to report - but CPS not proceeding was correct.

The other CPS calls I have made were situations where they already had the same info from another source.
