I don't understand, the owner still spent his own money to build this extremely unattractive home. The right thing to do would be to build the home according to zoning laws. Vienna has a certain feel to it that's different from surrounding areas. I am all for the town trying to enforce its unique look and feel. If you don't want to fit in, don't buy into that area, or move if you are already there. Having built a home in McLean, the last thing I want to do is ask the county (or a city/town) for a zoning change. Nothing good will come out of the public hearing that ensues and your neighbors will absolutely make sure they have a say if given the chance, even if it was of no real consequence to them to begin with.

Now, I am all for letting people know that they've poked their nose in the wrong thing, but spending large sums of your own money to accomplish this is rather wasteful if you ask me. There are cheaper ways to annoy your neighbors.

This a wrong thing to do if this is an occupied house. This house isn't for sale, it is some family's home that OP has just pulled up on Google maps. I enjoy a snarkfest like any other red-blooded dcumer, but this goes too far.

Looks like it's back up for sale. The outside is so damn ugly and there is no garage. Who thought of this?

FYI, the neighborhood is changing. There are several new builds on that street, and the small house pictured next door is a pending tear-down soon to be replaced with something bigger. You may not like this particular house, but matching the existing neighborhood was not a winning strategy either. In 10 years, all the houses on that street will be big (new or remodeled) and this one will not look that out of place.
