If they're seeing a magistrate, then they aren't driving just fine with a high bac.

Yes, this is the part I don't understand. We have an electric car (not a Tesla, but wholly electric) and as soon as your take your foot off the accelerator, the car slows rapidly. In fact, I rarely use the brakes when driving.
