Can you still grab a taxi at IAD/DCA?

Yes there is. It’s Washington Flyer which is exclusive taxi at IAD.

Yes. Taxis at both airports.

At least at DCA, taking a taxi home from the airport now is a far better option than Uber/Lyft. There's always a ton of them waiting right there, they all take credit cards and all use GPS now. There's no waiting in the chaotic outside lane for an Uber/Lyft that might be 10 minutes away, and the taxi almost certainly will be cheaper.

I recently returned late to DCA after storms passed, about 10:30 or 11pm. Walked out and saw zero cabs. So walked over the next (completely empty) lane or 2 to the total shitshow of the Uber pickup area where 300+ of my planemates were all calling/waiting/meeting their Ubers.

In theory. But not in practice, in my experience.

Cabs from DCA are much cheaper than Uber.

We recently took a cab home from DCA and the driver gave us a hard time about using a credit card. So annoying.

Yeah, that's the drawback: They like cash because it's easier for them not to report it. But when you remind them that both Virginia and DC law require taxis to accept credit cards, they'll change their tune quickly. If their reader isn't working, that's on them, not the rider.
