Certain working mothers (and agencies for that matter), wish to create an artificially low "standard" or so-called market rate, just so they can maximize their ability to think they can afford a nanny. What you generally get for less than $20/hr is a babysitter, not a professional nanny who knows how to do her job. A sitter will keep you busy micro-managing her day.
