First of all, the reason that this bill is being signed is because of the high number of deaths this past year (9 children under the age of 2!!) in daycare homes in VA that were unregulated. Second of all, the requirement before was for home daycares caring for [u]five[/u] children or more had to be licensed. If a nanny share had two kids, one from each family, and both families decided to have another child, then it would still be legal.
