The past two year I have gotten, however this year 3 weeks has pass and not a word from my employer.

You mention it. It's in the contract and 3 weeks overdue.

This.
Sure it may be awkward to be the one to bring it up but awkward is much better than built-up resentment that you may feel later on if the family never brings it up.

And I personally feel that after three wks it is appropriate to bring this subject up to them.

Good luck OP!

I noticed that I haven’t gotten my yearly cost of living increases yet. Will I be seeing it on my next paycheck?

Ask what it is and, considering inflation, it should be considerably more than 3%!

I going to wait until Monday to find out why it has not been discussed yet.

They see you every day so there is no excuse. They will say, "oh dear. Has another year gone by. I am so sorry. You should have reminded me.". This will be a lie.

An employer has an obligation to pay on time and to know when it's time for annual review and salary increase. The fact that they have ignored you makes me wonder if they can afford to give you a raise. Good luck and post back on Monday.
