Nanny works in DC/lives in Maryland can’t set up wothholding

I hope someone has had this issue before!

We live in DC and our nanny lives in Maryland. I’m trying to set up payroll withholding, but my tax.dc.gov, won’t let me set up an account because we don’t have any DC resident employees.

But the payroll company won’t let me set up an account without a DC tax number.

Any suggestions? I don’t think this is an uncommon issue, so I hope others know what to do!
