$15-20/hr OP.
If you pay $15/hr you will probably get someone for whom english is a second language. But that person may be very experienced, loving and trustworthy. Ability to drive, and also ability to have/provide their own reliable transportation might narrow the market. You will need to decide whether you are willing to hire someone without legal work status.
If you pay $20/hr you will be flooded with applicants and you can be VERY picky. You could hire an experienced, american born, mature nanny who provides her own car, may have a college degree or additional training, etc...
And the range in between is huge. So start with thinking about what you can afford and what your "must haves" and "ideal candidate" characteristics would be. That will help you focus on what you can afford and how that intersects with the type of care you seek.
