Yes, my parents used one for my brother as a kid. But he got most of his initial business through the neighborhood, and only word of mouth after that.

He might need to start out with people who know him a bit first and build from there. I know a few who have done it, usually just until their youngest has been in school a few years. With looking to keep low ratios, there is a good chance he will fill those slots. Have him think about what kind of unique/niche programming he wants to offer families.
