This is a very convoluted question.
A nanny by definition works in her employer's home. If you have a nanny and once in a while she will watch your kids at her own house, such as when your kitchen is being remodeled, her rate would stay the same as it always is ($15-$20/hr is a general range for nannies).
A babysitter is also expected to come to the house. I've never heard of a babysitter without her own children caring for kids in her home? But if that were the case, say it's New Year's Eve and she doesn't want to be driving late and you're going to pick up the kids on your way home, her rate would also probably be the same as it always is ($14-$16/hr is a safe range for babysitters; cheaper if this is a HS student but they're not usually equipped to host children in their "own" home).
If you are asking about a parent with their own child who is offering an in-home babysitting service, THAT is something entirely different and would depend on the number of kids. If it is just her child and your child, I'd think $8-$10/hr would be about right. If there are multiple other children, you're looking at more of an in-home daycare arrangement and I wouldn't pay over $8/hr for that.
